VN 24/16 Schedule Management Engineer

Within the Programme Management Office (PMO) of the Programmes in Preparation and Development Department (PRD), the management of the portfolio of programmes under development by EUMETSAT is becoming increasingly complex with a mix of current and next-generation mandatory programmes in various phases of development in addition to other activities.

The Schedule Management Engineer is therefore responsible for ensuring that essential departmental activities throughout all lifecycle phases of the programmes under development are implemented according to defined methods applicable for schedules and timelines that allow their integration at department level and in all programmes. The successful candidate will ensure that effective processes and tools are in place to enable consistency of the information, harmonised scheduling practice, performance evaluation and proactive schedule management throughout the individual programmes and across the department.

Duties

  • Define and maintain a consistent schedule standard across all programmes and projects allowing cross-fertilisation of schedule management processes and tools and to ensure consistency with the other processes running within the organisation;
  • Ensure the consistent implementation of schedule management within all development programmes and projects along all lifecycle phases through dedicated services;
  • Procure & manage the department’s and programmes’ scheduling services;
  • Contribute to the department Programme Management standards by ensuring effective interactions with other stakeholders (e.g. working on risks, resources, reports);
  • Ensure appropriate and consistent reporting across the department and within the programmes, including maintenance of key performance indicators and trackers, information about actuals, critical paths/items and cross-programme initiatives;
  • Support deconflicting of resources within PRD and with the other technical departments, TSS and OPS;
  • Support PRD activities with schedules;
  • Ensure the consistency of the schedule process handover from development programmes to Operations department, providing also relevant lesson learned after each handover;
  • Perform regular Lesson Learned analysis of the schedule management competence and processes to seek for improvements to be implemented.

Skills and Experience

  • Proven experience in schedule management, including planning and control, for large-scale complex development programmes, ideally in the aerospace or defence field;
  • Excellent interpersonal skills, with a proven ability to apply these to interact with management and within and across working teams is essential; moreover, ability to liaise with internal/external stakeholders and to apply service delivery focus, together with quality orientation;
  • Proven experience of team and/or project and technical management/coordination;
  • Experience providing analyses and elements for decision making, including critical analyses/observation to management;
  • Proven experience in the operation of Enterprise Resource Programme (ERP) systems and state-of-the-art Project Planning and Control tools with direct experience in the utilisation of SAP being an advantage;
  • Experience with the procurement and management of external consultancy support contracts would be advantageous;
  • Proven ability to solve problems proactively and independently, as well as having an achievement orientation;
  • Demonstrated orientation to continuous learning, innovation and improvement.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 7146 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
