Within the PRS Division the Project Planning and Control Competence Area (PPC CA) provides Project Control support, cost control checks and balances as well as cost modelling as required. Activities focus on budget preparation, cost and budget control, financial planning and on providing reports that enable management to take their strategic decisions. The holder of this post has the responsibility for the management and delivery of the Project Planning and Control function.
Duties
- Manage and further develop the Project Planning & Control (PPC) Competence Area , with the aim of increasing the focus on cost control and modelling;
- Harmonise, maintain and improve the existing PPC implementation framework, including cost allocation methods, coordination of programme structure, programme financial planning, financial agreements with partners, etc.,in line with the EUMETSAT Management System and relevant standards, to fulfil the needs of supported departments, projects and satellite system development programmes;
- Co-ordinate all tasks for establishing the inputs from departments to EUMETSAT’s sketch and draft budgets, HR and financial planning, federating and optimising these inputs and maintaining the related financial profiles;
- Provide support on cost/schedule planning, cost control, cost modelling, budget planning and implementation, human resource planning, initiation and follow-up of procurements in collaboration with Finance, Contracts, Human Resources, including checks and balances in the goods receipt and invoice process;
- Reporting on progress and performance based on indicators and associated risk management in relation to the allocation of margins;
- Perform market analysis as inputs for upcoming procurements to the initiating Departments;
- Promote and further develop cost controlling and analysis tools to support business management while ensuring efficient processes, which includes preparing reports to management teams as required;
- Manage and develop the PPC team and liaise with business units to ensure that their needs for PPC support are properly addressed.
Skills and Experience
- Minimum of 10 years of experience in project planning, cost control and cost modelling, ideally in the aerospace field or in highly technological environment with capital intensive multi-year projects;
- Direct experience in managing teams, preferably in a matrix environment;
- Substantial experience in the usage and evolution of Enterprise Resource Programme (ERP) systems and Project Planning and Control tools, experience in the use of SAP would be an advantage;
- Strong capability for analytical thinking and seeing the big picture while maintaining a focus on details;
- Excellent interpersonal skills, with a proven ability to apply these to interact with management and stakeholders as well working within, and across, teams are essential for this position.
Employment Conditions
The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A3/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 8819 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
